The primary aims of the Osaka Municipal Technical Research Institute (OMTRI) which was established in 1916, were consistently fixed on the development of Osaka small and medium?sized enterprises (SMEs) and the technological upgrading of their products. The activities of the OMTRI were quite diverse. The amount of ‘requested testing and research’(simple testing and technical guidance conducted by the OMTRI) grew significantly, and this system supported the technological upgrading of Osaka SMEs, which typically could not afford to maintain their own facilities for testing and experimentation. By way of analogy, OMTRI sought to be a ‘family doctor’ on technical matters for its ‘patients’, the SMEs of Osaka. Under the system of ‘special research’, OMTRI staff carried on research at the request of private companies, trade associations, and individuals, and, when necessary, outside researchers were permitted to use the facilities of the institute under the guidance of the staff. This system was modeled on the method of the Mellon Institute of Industrial Research in Pittsburgh in the USA, and all expenses for research were borne by clients.
