Abstract	2016年4月，日本において「障害を理由とする差別の解消の推進に関する法律（障害者差別解消法）」が施行され，国立大学には，障がいのある学生に対する差別の禁止と合理的配慮の提供が義務付けられた．しかし，障害者差別解消法そのものには何が差別的取り扱いとされるのか，また合理的配慮とは何か明確な定義はなされていない．そのため，文部科学省を中心にガイドラインの作成が進められ，その中で障がい学生に対する具体的な支援方法や対応方針は検討されてきたが，どうすれば平等な支援となるのか，どのような個人を対象にするのが妥当なのか，その基準は不明瞭で一貫した方針も示されていない．そのため，法律の実現を前に現場では混乱が生じている．そこで，本稿は先に類似の障者差別禁止法の実現を試みてきた欧米の取り組みを検討することで，今後の日本における障がい学生支援への提言とすることを目的とした．特に，イギリスのウェストミンスター大学の障がい学生支援の視察を行い，その実践を報告するとともに，大阪大学における学生支援の基盤づくりにどのように取り入れていくかを検討した．
Abstract	In 2016, ‘the Law to Eliminate Discrimination against People with Disabilities’ was enacted in Japan.Now, the government agencies, including the public universities, are required to provide guidelines and ‘reasonable accommodations’ to remove social barriers for such individuals. However, the law does not clearly define what exactly constitutes reasonable accommodation. Moreover, ambiguous definition of a ‘disabled person’ confuses the applicants. Since the law itself was formulated based on what is followed in western countries with advanced support systems, we will able to learn from the practices of these countries. This paper reported the practice of University of Westminster in the U.K., which the first author visited for an interview, and explored how they decided on a strategy to provide support for disabled students and how they put the strategy into play. By observing their practice, we attempted to provide a helpful perspective for Japanese universities. It indicated the need to create decision-rules and systems for fair accommodations at the earliest. Even though it is important to discuss the means of practical support and services for disabled students, they should be built on a foundation of these rules and system. Thus, we need to focus more on the accommodation process, in addition to the accommodation itself. New systems and rules in our university are being designed with these points in mind, and they have been introduced in this paper as well.
