Abstract
What knowledge and ability students acquire until they complete a degree program has become a major problem in higher education. The Japanese government strongly requests that each university establish and improve an internal quality assurance system for its education and use an external quality assurance agency to develop a system for evaluating the effectiveness of its internal quality assurance system. Constructing a functioning quality assurance system in universities and quality assurance agencies to enhance educational quality requires a precise measurement of students' educational achievement. External quality assurance agencies were studied via interviews to find trends in the standards and methodologies to explain educational outcomes and the functions of internal quality assurance systems in universities
