Abstract
STiPS 大阪大学拠点は、文部科学省「科学技術イノベーション政策における『政策のための科学』」事業の支援の下、科学技術イノベーション政策に関する政策的意思決定や政策形成に資する客観的根拠（エビデンス）を提供するという「実践」的な事業目的に鑑み、公共的関与を軸とした「研究」活動を行い、さらに、そのような「実践」活動および「研究」活動から得られた科学技術の倫理的・法的・社会的課題（ELSI）に関する最新の知見や成果を活用した「教育」活動を行うことを目指している。本稿は、そうした実践・研究・教育の統合的な活動のうち、2016年度に実施した「超スマート社会」に関連する研究開発領域のELSIをテーマに行われた一連の活動の内容について報告する。その上で、超スマート社会のELSIをテーマにした実践、研究、教育の3 つの異なる活動が、どのように有機的に接続しているかについて考察する。
In this paper, we report on a case of an integrated practice of practical application, research and education of public engagement with emerging technologies, conducted by Osaka University as part of the government’s initiative for establishing Science for RE-designing Science, Technology and Innovation Policy. The case consists of a range of activities conducted in FY2016, with a focus on one of the government’s overarching frameworks of its science, technology and innovation policy, namely “Society 5.0”. In this paper we first provide an outline of activities organised for practical application, research and education of public engagement with ethical, legal and social issues of “Society 5.0”. We then discuss how these three different types of activities were coordinated into an integrated practice to make the most of our relevant resources and expertise.
