This paper fi rst examines the disputes and confl icts over water due to the water shortage over the last 15 years in city X located in the lower basin of the Zayandeh-rud River. Second, this paper studies the importance of the rights of water usage. These rights are disputed by the city residents, who complain about shortcomings in the management of resolving the water shortage. In Iran, rights and customs are considered together in context, and never leave either out of consideration when either is talked about. Therefore, this This research focused on customs in Tumar-e Sheikh Bahaei and Mirab in Zayandeh-rud River basin. The fi eld work and a review of previous studies revealed that in the Zayandeh-rud River basin, large and complicated systems were established around the rights and customs of water usage. This resulted from differences in the scales of water supply. On the other hand, from the perspective of water distribution, the study showed that similar systems were in practice in both the Zayandehrud River basin and Qanat irrigation areas, where villages collaborated in order to share the water supply. Therefore, differences in the rights and customs between the Zayandeh-rud River basin and Qanat irrigation areas can be attributed to the scales of water supply. Moreover, these differences stemmed from the fact that records were kept for a long time in the villages of the Zayandeh-rud River basin.
