Abstract
外国学歴・資格評価（Foreign Credential Evaluation: FCE）は世界的な学生の国際移動の増加に伴う重要な業務として位置づけられ，欧米諸国においては一部の公的機関や民間団体が大学の審査業務を支援する場合が多い．一方，日本ではFCEは十分に根付いておらず，FCEを実施し，大学を支援する公的機関は存在しない．大阪大学においては，近年の全学的国際化推進と留学生数の増加のなかで，より優秀な大学院留学生の受入れ促進のために，大学の独自のFCEを実践している．本稿では，まず中国からの入学志願者に対する外国学歴・資格評価の必要性と問題点を明らかにし，次に日本の高等教育機関における留学生志願申請の問題点および外国学歴・資格評価の現状を考察する．更に大阪大学における志願申請支援と外国学歴・資格評価の実践の概要，利用状況，期待される効果および今後の課題について検討する．この事例研究は，留学生30万人計画の掲げる高度人材の受入れや日本の高等教育のナショナル・ブランド確立の基盤となるFCEについて，多くの示唆を与えるものである．
As the number of international students increases in graduate programs of Japanese research universities, the Foreign Credential Evaluation (FCE) is regarded as an important tool for ensuring the admission of qualified international students through a fair and rigorous assessment of academic credentials. While public agencies and private organizations carry out the FCE for universities in Europe and the United States, no such infrastructure exists for universities in Japan. The study presents Osaka University’s recent initiative to implement its own FCE to facilitate the admission of Chinese students. We first examine the status of the FCE in general at Japanese higher education institutions, and identify specific challenges concerning the FCE for applicants from China. We then describe the FCE initiative at Osaka University, providing an overview of progress, obstacles, and recommendations for the future. The case study illustrates the critical and strategic importance of the FCE in contributing to Japan’s national goal of accepting 300,000 international students in Japanese universities by 2020.
