This article aims to verify the validity of the content of an open-book reading test. It is important to strengthen the validation of the content of tests by checking the achievement of learners in order for both learners and teachers to utilize the results of tests for future learning and teaching strategies. However, there are very few studies related to open-book tests that measure the second language ability, specifically reading ability of learners. This article verified the content validity of an online open-book Filipino reading test based on the following: (1) test items, (2) comments of examiners, and (3) examiners' scores. Since multiple kinds of test items were combined and the test items were based on the criteria and the scales of evaluation, as well as the content of each lesson, the content validity was identified. All examinees who are senior college students and who were considered to have higher reading ability than junior college students, achieved high scores. Only a few senior students found the test difficult, while many of the junior students found difficulties in the test especially in understanding the sentences in multiple-choice questions. It was clear from these facts that the test items were appropriate to measure the reading ability of learners. Regarding tests on minor languages, although those who created the test themselves often need to evaluate and verify the contents of the tests and even though it remains to be subjective, the validity of the content of these tests needs to be further verified using qualitative and quantitative methods.
