本論ではまず、国土政策が、量的開発から質的開発へと方向性を変え、地域づくりや地域おこしを経て、新たな価値を創出する地方創生へと至った経緯をまとめた。次に、地域づくりとデザインの関係性について考察し、コミュニティデザインや、デザインシンキングなどの展開が早いプロセス、視覚化やプロトタイプの重要性について論じた。続いて、ユーザー中心のデザインや人間中心のデザインを基に、人々「と、ともに」デザインする、参加型デザインとして共創co-creationやcodesignが生まれた経緯を踏まえ、地方創生を実現するcodesignのあり方、ツールの利用について議論する。さらに、地域おこし協力隊などの外部人材の取り込みや、アートやデザインの専門教育を受けた創造的人材が地方創生に果たす役割についても論じる。地方創生の事例として、現在進行中である、とつかわフィールドスタディ、津和野スクール、石垣島ゆがふ国際映画祭を取り上げ、地域住民や高校、中学校での教育と連携したcodesignのプロセス、様々なツールを用いた取組内容の先進性について検討する。最後に、それらの事例をcodesignの視点から評価するために、創造性、継承性、寛容性、継続性という評価軸を用いた評価を提案する。
In this paper, we first summarize the process by which national land policy led from the quantitative to qualitative development, through regional development and regional revitalization that creates new value in regions. Next, we considered the relationship between community development and design, and discussed community design, the process of rapid cycle of design thinking, and the importance of visualization and prototypes. Furthermore, based on the background of co-creation and codesign as participatory design, which focus design “with” people, we address how codesign realize regional revitalization with use of various tools. It also discusses the role of creative human resources who have received specialized education in art and design, as well as the recruitment of external human resources such as Local Vitalization Cooperator. Taking up the ongoing Totsukawa Field Study, Tsuwano School, and Yugafu Ishigaki International Film Festival as examples of regional revitalization, through codesign process in collaboration with local residents, and education at high schools, and junior high schools, we examine the advanced content of the efforts and tools. Finally, in order to evaluate these cases from the perspective of codesign, we propose an evaluation using axes from creativity, inheritance, tolerance, and continuity.
