In Indonesia, Indonesian is the national language and is used in the formal domain, while other regional languages are used by different ethnic groups in the informal domain. Besides Indonesian, regional languages are also respected and protected legally by the state as national treasures. The majority of Balinese in Bali Province are bilingual speakers, with their mother tongue Balinese as their first language, plus Indonesian, which they acquired mainly through school education. Broadly speaking, Indonesian is used as the national language in the formal domain, including government and education, while Balinese is used in the informal domain at home and among friends, and in the context of Hindu religious rituals and traditional customs. However, especially among young people in urban areas, the use of Balinese has declined and the number of monolingual speakers of Indonesian has increased. Hara (2012) states that the Province of Bali has continued to implement various policies related to the Balinese language, which had started during the Dutch colonial period before Indonesian independence, including the standardization of the Balinese language, Balinese language education and the implementation of regulations related to Balinese language and literature policies, and points out that Indonesia's reform and decentralization after the fall of the Soeharto regime in 1998 made it possible to openly promote regional languages and local cultures in the local governments, including Bali, but as of around 2011 there had been no significant changes in the Balinese language policy, which had continued to be implemented previously. Over the past decade the Balinese language policy has undergone significant changes. The direction of change is strengthening and expansion. This paper examines how Balinese language policy has been strengthened and expanded, focusing on several laws and regional regulations.
