Abstract
2024年能登半島地震の被災地では、避難所なのに食事が提供されないなど、これまでの災害対応では見られなかったような問題が散見される。災害ボランティアについても、石川県による一元的な管理により、活動が大幅に抑制された。このような問題は、これまでの既存の概念枠組みから説明可能なこともあるが、それだけでは難しい点もある。それを説明するには、災害が起きたことを「見なかったこと」にする集合的否認が、端的に「見ないこと」にする集合的否定へと進んだのではないかということと、行財政改革と市町村合併の本当の効果により行政が災害対応からもはや縮退しているのではないかという点が重要だ。最後に、行政が縮退する時代に、私たちは災害対応をどのように展望することができるのか、２つの方向を提示したい。
The 2024 Noto Peninsula earthquake brought to light problems not seen in previous disaster responses including the fact that meals were not provided even though the shelters were evacuation centers. As for disaster relief volunteers, their activities were also greatly curtailed due to centralized management by Ishikawa Prefecture. While these problems can be explained from the existing conceptual framework for analyzing the issues surrounding disaster volunteerism, some aspects are difficult and require new perspectives. Collective denial within local government that a disaster had occurred may have evolved into outright neglect; municipal mergers and administrative and fiscal reform resulted in impaired disaster response in the January 1st earthquake. Finally, we would like to offer two directions on how to look forward to disaster response in an era of shrinking public administration: strengthening existing administrative functions and rebuilding governance by new entities, including existing governments.
