Abstract
災害発生時には様々な主体による被災地支援活動が行われる。若者が集まる機関としての大学はどのような役割を担いうるだろうか。令和6年能登半島地震において、移動や宿泊の面で個人でのボランティア活動がしにくい状況の中、2つの大学で実施された、学生の被災地での活動を支援する取り組み事例を取り上げる。情報提供、移動の補助、宿泊先の提供等が実施され、避難所の運営支援、被災者自宅の片付け、子どもの居場所づくり、イベントの開催等の取り組みが実施された。 学生が被災地で活躍できる場面は多く、希望する学生が活動できるように大学が環境整備等、必要な支援を行う意義は大きい。その際、多様な役割を担いうる学生ボランティアの有用性を矮小化しないこと 、学生の自発性と大学による管理のバランスを考慮することが重要であるが、学生ボランティアと大学との関わり方は、大学ごとの特性や利用できる資源等の事情によって最適なあり方が異なるため、柔軟な対応が可能な制度が実効性をもつだろう。学生の心理面への配慮も必要であり、今後の検討課題である。
In the event of a disaster, various entities engage in support activities for the affected areas. Universities and the large number of potential student volunteers may place an important role in disaster response and recovery. This paper highlights examples from two universities that supported student activities in the disaster-stricken areas during the Noto Peninsula Earthquake, where individual volunteer activities were challenging due to the difficulty of securing transport and accommodation.. Initiatives included providing information, assisting with transportation, and offering accommodations. Activities carried out included supporting the management of evacuation centers, cleaning up victims' homes, creating safe spaces for children, and organizing events. There are numerous opportunities for students to be active in disaster-affected areas, and it is highly significant for universities to provide the necessary support and create an environment where willing students can participate. It is important to avoid narrowly defining the usefulness of student volunteers who can play a diverse range of roles, and to consider the balance between student initiative and university management. At the same time, the relationship between student volunteers and universities should be adaptable to the unique characteristics and available resources of each university, allowing for flexible systems to be effective. It is also necessary to consider students' psychological well-being, remain issues to be addressed in the future.
