Abstract
未だ被害の集中する障害者・高齢者の防災を考える際に、これまでは障害や高齢といった属性に注目し、 属性ごとのニーズに対応しようとしてきた。しかし、近年アメリカでは 、 属性ではなく機能に注目した概念として AFN (Access & Functional Needs)が活用されてきており、インクルーシブ防災を進める上で参考になる。本レポートでは 、まず、AFN概念の背景とともに内容の整理を行って、 訳語として「お困りごと」を提唱した。次に、筆者ら自身がカリフォルニア州における調査で得たお困りごと防災の事例を紹介し、最後に、お困りごと防災を日本の文脈に導入する際の意義と留意点を提示した。
When considering disaster prevention for people with disabilities and the elderly, who are still suffering concentrated damage in general, attention has been focused on attributes such as disability and old age, and attempts have been made to address the needs of each attribute. In recent years, however, AFN (Access & Functional Needs)has been utilized in the U.S. as a concept that focuses on functions rather than attributes such as disability, and is helpful in promoting inclusive disaster management. In this report, we first organized the contents as well as the background of the AFN concept in the US (or California), and proposed the term "Okomarigoto (trouble)" as a Japanese translation. Next, we introduce examples of trouble-shooting in disaster prevention based on the AFN concept, and finally, we identify points to keep in mind when introducing trouble-shooting disaster prevention in the Japanese context.
